Why was that car impeding a federal officer? It should have just complied

This apparently happens quite a bit in regular law enforcement if dashcam channels are anything to go by. It's gotta be on the bingo board somewhere alongside "STOP RESISTING" and "PIT maneuver into oncoming traffic."
