But clearly the answer is a non-zero value. I don't see how they aren't 100% liable when it's their employees who execute the process.
They are starting and running their own machinery. The industry likes to pretend software is some intangible but as hardware prices have demonstrated, software is very much physical. And it's not narrative, it's instructive.

The remaining 34% who didn't vote is approximately 80 million people.
So we're still at a point where 70 million where content with whatever happened. 70 million didn't even bother to stand up and cast their votes.
(oh, and that's not accounting for the shift the voter suppression would cause in the count of "eligible for voting" people).
And had even half those turned out, it would have been much harder to fix the vote result
