The first show had the American empire and I think the Russian federation as opposed to the USSR. Surprised they messed with this.

No worries, here's a short clip of the Latin America dub I managed to dig up. The full dub is probably out there on torrent somewhere. Looks like I missed Saudi, not sure what name they used for that without checking. Whoever made this Latin America dub was clearly going rogue and dug up the manga to specifically get the original names rather than the script Amazon gave them. This probably makes their dub the most correct version of the show.
Hopefully some fansub group picks it up and uses the original names too. There's enough reason to do it even if it's just name changes. GitS has historically suffered from censorship of the manga releases too because it contains a couple of very graphic sex scenes which is annoying because if the sex scenes are censored Motoko's lgbt side is erased from the story entirely.
