do the crossed arrows mean something?

This goes hard but it would go harder if the crossed arrows were switched out for the three downward arrows

Imo It's likely a modification of the 3 arrow symbol of the paramilitary wing of the SPD(German social democrat party)

The three arrows symbol (Drei Pfeile) represents political opposition to fascism, communism, and monarchism

Given that the SPD betrayed Rosa Luxemburg and the German left by allying with the military high command to crush the 1918–1919 revolution and unleashing the right-wing Freikorps militias that led to her murder, causing some of the conditions that led to the rise of the Nazis
I hopefully assume the removal of the one arrow means removal of anti-communism from their platform, that this was produced by actual anarchists(rather than the purely 'internet anarchist' kind) who embrace anarcho-communism, and know that left-wing infighting between anarchists and communists is doing the work of capitalist imperialists for them and doesn't help towards advancing the leftist cause

...but loads of other places use two crossed arrows. the place i live has had it on their coat of arms since the 1400's, and many central european locations have had it even longer. the us marines use it. it's a native american symbol of peace. the list goes on.

why would it be "three arrows but they removed one"?

It was a supposition I could be wrong, however the 3 arrows symbol as been present in US anarchist art since at least the 80s,
recent developments in irl anarchist circles that more a realising that communism is not inherently opposed to anarchism in the way Fascism and Monarchism are and a growing awareness that the capitalist state pushes leftist infighting
are leading some anarchist groups and individuals to drop the Drei Pfeile 3 arrows symbol entirely or use a modified 2 arrow symbol instead, so imo it could be what the artist indented it to be

To me that it more likely than an anarchist using the militaristic/heraldic versions of a two arrows symbol you mention

it's a native american symbol of peace

You're mistaken here, its a broken arrow that is a symbol of peace, crossed arrows is a symbol of friendship, but that could also be what the artist intended

Again that it is a modified drei pfeile is just an educated guess on my part, I could well be wrong and the artist included it just because they thought it looked cool, asking them would be the only way to really know, but OP hasn't credited a source, that's not an indictment of them anarchist art is meant to freely shared and distributed, and I can see an artist's signature to the right on the triangle surrounding the Ⓐ but to clearly enough to make out unfortunately, hopefully someone else can or knows the source and we can ask them their intention behind it and clear up the matter
