They installed a new sign in 2019. It's half an inch of AR500 steel, twice as thick as a Level III body armor plate. On top of that, it's covered in ¾ inch thick bullet resistant acrylic. There are hidden security cameras around it and within a few months of the new sign being installed, the cameras recorded footage of a white supremacist rally being held in front of it.
The guy is fully a meme now. Nobody outside of facebook memaws and racist uncles thinks he's a Christlike martyr.
And when they inevitably put cameras around it such that one can't spend that much time vandalizing it, I'd like to remind one and all that paintball guns with red paintballs, balaclavas, and electric bicycles exist. For no reason at all, of course.
Newer cameras may ping ebikes looking for device IDs. Some rides may be better done acoustic, at least until antenna-less ebike systems are offered (or modded).

I don't have an ebike, but if yours has Bluetooth or WiFi, that's trackable.

They're just expressing the well-founded, and certainly widely-shared concern that this beautiful monument received such limited funding that they couldn't have built it into the majestic fountain that the public needed for closure and remembrance.
