I remember several times someone announcing peace talks with NK. It's not like they never try.

They rewritten Constitution, removing all talk of Korea being one nation but divided. It recognizes South Korea as their border country.
All reunification talk, gone.
They already have won. In a way.

Even if they formally ended the Korean War, there's no way in hell will they stop pointing guns at each other across the border.
AFAIK it's not a border it's a DMZ.
Isn't the sticking point that both consider themselves the rightful government of Korea?
If they both agreed to reduce the DMZ to a border between two nations then the conflict would be over.
