I saw this elsewhere online so don't know where the QR code leads, as it's so small to scan in this image. As for it being satirical, yes. A subvertisment is a parody of corporate or political advertising, often to make a point.
To be fair, there were and are plenty of people who tell others to kill themselves. In that regard, big babble machines are surprisingly human.
But - it might help them plan a mass shooting.
