She was one of the great symbols of rome, but wolves as a whole were seen as complex entities embodying both good and bad, and adopting 'moral ambiguity' as a symbol of your nation is ~~honest~~ not the best brand image. Plus, since rome's whole thing was stealing accomplishments wholesale from the greeks and pretending they'd been rome's all along (early reddit!), they really needed to adopt a symbol of Zeus for... tedious theo-political reasons, which is why we wound up with the Aquilla.
The other founding myth of Rome is that time they raped and kidnapped all the women from their neighboring cities because they were literally all criminal incels.
