Watching the Legal Eagle channel and a similar thing came up. This is the ongoing Lego/Reckless Ben/Bricks and Minifig saga. In the video (started when an officer pulls over a car Ben is not driving), a cop just wanted to know who Ben, a passenger, was. The video mentions that you are not required to state your name if you're not driving, assuming you weren't doing anything untoward from the car. Linked are two court cases referenced in the video.
