Even if it wasn't the original artist, memes are a derivative art form which still requires certain skills and actual effort, unlike "AI" "art".

Also, memes are a collective process. One person creates the original artwork (eg a movie), one sees potential in a screenshot and makes a template, yet another one applies the template to a new context. All of these are humans. What matters is not who exactly made it, the question is was it humans or AI.

When you a craft a meme so dank, you have to print it on a shirt.
