I'm not American. I have no reason to know the context of this. I should not know about this idiocy. My attention has been hijacked. That's really the problem. The answer should be educating people and making choices to ensure they can choose to not make tons of kids, or vote against their own good. Of course humans are stoopid and that's easier said than done (there will always be some dinguses that can't be helped). First of all, in car-dependent America, damn near everybody does pass regardless of how shitty at real-world driving they are, because the test has been dumbed-down because driving is so "necessary."
Second, the difference between driving and voting is that people administering driving tests aren't highly motivated to fail people based on ideology.
