I think his intention is to not let fascists dismiss him as easily. I don't see any harm in saying "it's surprising" that an awful person did an awful thing when your intent is to illustrate that it's an awful thing. We have no evidence to suggest bill nye would seek to placate or minimize fascist deeds. He's consistently throughout the years voiced sane opinions in favor of science and addressing climate change. Those are the things he cares about.
I can see how that could be the intent, but it still gives the fascists' blatantly dishonest bullshit credibility that it doesn't deserve and is thus IMO a tactical error. The audience for his comments can't be the committed fascists themselves; they don't give a shit about anything he has to say. The audience has to be people who are still (somehow) undecided, and treating the fascist position as anything but a sick joke helps the fascists.
I don't agree that it's productive for him to lash out at these people. I personally think they deserve it but millions of kids didn't grow up respecting me. If they did, I'd do my best to remain someone they might listen to. We've all seen how little it takes for them to dismiss any point they don't like
No, "lashing out" is not what I'm suggesting either, because that also hands them more credibility than they deserve.
The correct reaction is to shame and ridicule them. React as if they've told a joke, and treat them like the clowns they are. Literally laugh them out of the public discourse and demonstrate to every non-fascist that their "ideas" aren't even worth bothering to refute. Channel Bender: "Oh wait, you're serious? Let me laugh even harder!"
Above all, they must not be allowed to control the conversation, and that's what treating their ideas as credible, as Nye has done here, does.
So another interpretation here is that he's surprised in a historical sense that we could ever arrive here. I think people make a lot of assumptions about what people mean.

Bill nye is a science communicator. A lot of these magats grew up watching his videos in science class. You would have him go on a tirade about how they're all racist traitors. Not only has this worked for zero people so far, for someone in his position it is literally counter productive. Instead of seeing him as a "science guy" (who maybe has a point from their pov) he's now a "woke libtard" they can ignore.
Yeah, I want their heroes to tell them what pieces of shit they are directly to their faces. Who cares if they write him off? Nobody should be seeking their approval. I don't care what MAGA thinks of me, or what they call me, it's a badge of honor to be hated by MAGA. I welcome it.

That's simply not true, Trump's approval ratings are plunging, in the mid to low 30s, and steadily dropping. MAGAs are cowardly sheep, and they will go wherever the wind blows them. They were strong when they thought things were going their way, but now it is clear that MAGA is falling apart badly, and is almost certainly going to collapse at some point, and many are finding reasons to slip out the side door. They are realizing that the longer they stick around, the harder it will be to deny their treason when this is over, and since it has become undeniable that MAGA is virtuosically incompetent, they will certainly be on the wrong side at the end.
After the Midterm bloodbath, MAGA will be Germany after the successful D-Day Invasion. They'll still be fighting, but theyll know that their eventual loss is inevitable. Then the MAGA exodus will begin in earnest, and they'll be looking for any reason. Threatening to make them social pariahs for the rest of their lives, will be enough motivation for many to leave MAGA.
Jokes on them, though. I own a business, and for the rest of my life, one of the things I'll ask about is a person's history with MAGA, and I will verify it before hiring. If you were MAGA, or if you are a registered Republican, you will NEVER work for me. And if I hire you, and later find out you lied, you will be immediately fired. I will not work with people who are proven to be treasonous, corrupt, racist, misogynist, ignorant, incompetent, and pedophiles, or have been willing to excuse those things, and support those who are guilty of those things. I don't want that kind of person poisoning my business or the good people who work for me.

In any case I don't think we disagree on anything here but the prescriptivist aspect. I get what bill nye is doing and I don't disapprove. And same with you and your business. Trumpism is a deep cultural problem and I'm not sure there really is a solution, personally. It's the result of unregulated capitalism. People worship that shit even though it hurts them personally. I'm not sure shaming them could ever reverse those who are so brainwashed.
