US has been doing this for at least ten years. My 2006 passport allowed a smile, but my 2016 renewal photo was rejected because I was smiling. I had to submit a resting bitch face.
That explains it then, I haven't had a passport photo since 2004

Funny but to be fair sounds like a bad translation and it should be neutral rather than natural.
You want your passport photo to match what your face would look like if people had been yelling at you about how they don't think the passport photo matches your face and that you're going to be deported / be imprisoned / have something happen that is unexpected and disagreeable to you. If the passport photo represents you when you're smiling, you might not be able to replicate that type of face when you would most want to be recognized.

What causes some of these posted images to show up as an external link versus just being a photo I can click? I use the web UI with Lemmy.zip if that makes a difference. Just weird that like 5% of meme/images posted are a link that doesn't open in a new tab or an image that just expands when I click the button.
The original source of this image was probably from obywatel.gov.pl (other images and https://www.gov.pl/web/usa-en/passport-for-an-adult reference it), but that seems to always redirect to https://www.gov.pl/ now.
