They work through the Russians, that little bit of critical infrastructure they control barely works anyway
Because only agents are influenced. People who had a regular job at a foreign company, or whose parties receive donations from foreign donors, or people who are invited to meetings of NGOs, e.g. in Davos, are not influenced at all.
It's much more complicated than having to worry about two countries.
