We consider that TikTok needs to change the basic design of its service.

OK, when will they be seriously fined? Or banned from the European market?
I agree with all the rest of the comments on this, about EU not being hard & doing enough, especially to the whole Internet Tech. market.
Withnthat being said, I remember watching France24 recently about such a story & they said the fine was at least 6 or was it 60% of profits, I assume within The EU.
Fines from DSA can be relative to global revenue, not only revenue from Europe.
