I think the point of big data is to collect enough information to extrapolate other qualities about whatever you want to know, so if everyone is on the list then you have no patterns to go off of besides "on Earth" or "in X country".

I'm not an American or live in the US but I did live in the UK (which is even more into civil society surveillance than the US) and as I come from a country which was once a dictatorship complete with a secret police and political prisioners, I've always been wary of surveillance because it's a lot easier for Democracy to be subverted (as became clear with the Snowden revelations) and even crumble (as we see right now all over the West) than people think, and even the most innocuous activities might put you in a list of enemies of the State (I'm pretty sure my membership of a Ecologist organisation and a small Leftwing party would more than suffice) so best avoid getting your activities tracked and recorded for all eternity in some database.
There is no such thing as a good bulk surveillance system, even if done with the best of intentions (itself something that is doubtful, given that what is actually done with those things is invariably hidden behind a cover of State Secret, so the watchers just watch themselves, a recipe for abuse which most politicians are educated enough to be aware of) would still run the risk of later being abused when people with not so good intentions got their hands on all that data of what people had done before recorded by the "good intentions" people.

I have a negative view of health insurance companies. In fact, I have a negative view of corporations, from the local mom-&-pops that underpay their employees and expect long hours, to Amazon. They all suck.
But people who create policies that cause immense loss of life (and cost and destruction) are really asking for ten-plus times the vengeance that actually comes their way.
I'm not interested in that vengeance since it won't solve the problem, but I don't begrudge those who suffer at their hands from wanting to kill them back.

It was written in marker? I assumed you'd have to paint it or something. How big are bullets? I just used a fine point Sharpie to write "depose" as small as I can and it isn't legible below about 1 1/8" x 3/8" on a flat piece of paper. Wouldn't is rub off while being shot out of the gun?
Marker seems plausible. The casing, which is what it was written on, isn't fired through the barrel. It's ejected after, usually out the side. As far as size, writing 'depose' on say a 9mm cartridge seems pretty small, but not impossible, you could do it. Challenging, but not impossible. The casing is about .75" long and .4-ish inches diameter, and usually steel or brass, to give you an idea.
Maybe you could write it on a diagonal or something. Like spiraling around the outside. Instead of in a straight line like I was thinking.
